A downloadable tool

Normalizer is a very simple tool with one job. It makes all your sounds the same volume. Just open Normalizer, drag the slider to the volume you want your sounds, and then drag and drop all your sound files (in wav format) onto Normalizer. It'll export all your sounds to the folder that Normalizer is in, but with their volumes all normalized to the same level.

Install instructions

Download, unzip, use. I DO NOT advise putting Normalizer.exe in the same folder as your sound files. Keep it in it's own folder, Drag sound files onto the Normalizer window and then copy/paste them back into your sound folder.
